Implementation of Supreme Court Guidelines on Street Dog Management: Rajendra Cholan

 

Bengaluru, Nov. 11:-

In accordance with the directions of the Hon’ble Supreme Court of India, Bengaluru Central City Corporation Commissioner Rajendra Cholan instructed officials to take effective measures to control the menace of street dogs and to ensure proper management of the stray dog population.

Addressing the ABC/ARV (Animal Birth Control/Anti-Rabies Vaccination) Progress Review and Monitoring Committee meeting held today at the BMRDA office, the Commissioner directed officials to strictly comply with the guidelines issued by the Hon’ble Supreme Court regarding stray dog management and control.

The meeting focused on discussions related to stray dog control, animal welfare, and public safety. The Commissioner issued the following key directions to officials:

1. Collect comprehensive data on street dogs:
Officials were instructed to collect and submit accurate information regarding the number, location, and health status of street dogs within city corporation limits.

Priority should be given to collecting data on dogs found in school and college premises, hospitals, government offices, railway stations, and playgrounds.

2. Inter-departmental coordination:
Departments such as Health, Education, Transport, Projects, and Railways were directed to work in close coordination to ensure the smooth execution of activities without any operational issues.

3. Identify suitable locations:
Officials were directed to identify appropriate sites for sterilization surgeries and post-operative care of street dogs and to complete this process promptly in coordination with the Bengaluru Urban District Administration.

4. Invitation for Expression of Interest (EOI):
The Commissioner instructed that an Expression of Interest be invited, in collaboration with animal welfare organizations and the Department of Animal Husbandry, for the management of designated shelter homes and care centres for relocated street dogs.

5. Strict compliance with Supreme Court orders:
The Commissioner emphasized that all actions related to street dog management and sterilization must be carried out in strict adherence to the Supreme Court’s guidelines.

The meeting was attended by Additional Commissioner (Development)  Daljeet Kumar, Joint Commissioner Ranganath, ABC/ARV Monitoring Committee Member and Health Officer Shivakumar, Assistant Directors of the Animal Husbandry Department  Basavaraj Biradar, M.H. Reddy, Veena, Munishamappa, Veterinary Officers, SPCA representative Priya Chetty, Rajagopal, and representatives of animal welfare organizations including Karuna, Krupa, Poornima, and Keerthana, along with other office bearers.
