BBMP had issued a simplified version of AWBI guidelines that encompasses all the do’s and don’ts applicable for RWAs /AOAs / Public & private insitutions as per Prevention of Cruelty to Animals Act, 1960, Animal Birth Control Rules, 2023 and additional high court as well as supreme court orders.
The guidelines largely covered key points on: Pet animals’ management, assignment of feeding spots for community dogs, educating residents about animal laws and animal rights, and dog bite management.
While few RWAs / AOAs and instituitions have been proactive in implementing the guidelines, there are many more associations and instituitions that are yet to implement the guidelines in letter and spirit. The recent high court order for stringent pet guidelines and dog bite management has re-emphasized the need for implementation of these guidelines in letter and spirit.
BBMP is seeing sporadic issues related to relocation of community dogs & cats, banning of pets, depriving food & water to animals by harassing community feeders, filing false dog bite cases, animal cruelty cases and more despite guidelines roll out.
Based on the above, all institutions [Public/Private offices / tech parks / schools & colleges / parks / shopping malls / residential welfare associations & apartment owners associations] are hereby directed to implement BBMP COMMUNITY ANIMALS GUIDELINES dated July 2024 within January 15, 2025.
Post January 15, 2025, BBMP animal husbandry department team will conduct surprise audits to check the status of implementation and will initiate legal actions on the entities that have failed to implement the guidelines. Our zonal ADs have also been instructed to handle incidents of relocation & harassment of animal caretakers seriously by initiating stern legal actions.
We urge citizens not to take any subterfuge methods to avoid the implementation and following of animal laws. Every species in nature has a distinct role to play in maintaining the ecological balance, and we must not meddle with it.
